Are those insects eggs?

Q: Just recently I noticed that my dog kept staring at my neighbor's ceiling (patio) I took a closer look to see what caught his attention and took some pictures. They appear to be Clusters of eggs, but I'm just gessing... maybe someone can help me identify what they are. Bellow are the links to the three pictures I took:

A: Nicely done - thanks for the photos! I could get a reasonable look at what you have but I can't give you a good ID. You are right, however, that these are insect eggs - I'm quite sure of that. If hard pressed, I'd say either some kind of true bug (Hemiptera)or a moth (Lepidoptera).
My first thought was that it was a ceiling inside your house or garage and figured the insect couldn't get outside to lay its eggs. But then remembered it was on a "patio ceiling" so assume it was outside, not inside? Anyway, keep an eye on the eggs and I'll bet within a few days you'll have an answer. The babies won't look exactly like the adults but should give you a strong clue as to what group of insects they belong. Hope this helps.
